How Old is Too Old to wear Forever 21, Abercrombie, Urban Outfitters, or anything in Junior Sizes?

My sister is 32 and she still shops at these stores, but she also is a hippie/free-spirit with no coporate style job. Does this matter or do you think, like me, she should “start dressing more her age”?
